The U.S. Government, at one time, had a somewhat effective ability to counter the Soviet narrative. That disappeared and was replaced by moral relativist bureaucrats who were focused on being NPR

A key element of the U.S. Victory in the first Cold War was a somewhat effective ability of the U.S. Government to tell its side of the story through legendary platforms such as Voice of America and Radio Free Europe/Radio Free Asia.

It was not perfect, but according to those living behind the Iron Curtain, it was devastatingly effective.
