Malicious Weather Manipulation to Blame?

I’m generally very selective when subscribing to conspiracy theories—but, after personally experiencing a string of mass flight delays and cancellations along with thousands of other passengers at DCA recently due to “inclement weather”—I don’t think its a stretch to consider malicious weather manipulation might have been involved.

Thousands of other flights were simultaneously grounded in Texas and Illinois citing severe weather, with Chicago airports alone reporting over 750 flight delays and cancellations within the same 48 hour period.

Could the catastrophic flooding in Texas been the outcome of accidental or intentional weather engineering by foreign or domestic actors?
