You always need someone on the ground to enable your remote cyber influence operation
Just shooting ones and zeros through cyberspace and social media to another country is not effective enough
Every effective cyber operation still needs enablers on the ground in the target area to shape, tweak, and further propagate the message in the last cyber mile.
TikTok did this aggressively for the January 2024 Taiwan elections, with multiple enablers on the ground in Taiwan. In other words - agents that were helping the TikTok message.
